@Ross Devin because these items are character specific and cannot be traded (neither can bullion), unlike all other things that are bought with caps that can be traded to other players
i think there was another option in his dialog tree, i saw a down arrow at the bottom when you were looking at the gold options. was there a higher option? i really gotta get questing faster lol

dude, you should know where the Overseers camp is and the Wayward. First places you visit out of the vault there are quest markers
